Paine Field operates as a public airport in conformance with applicable federal and state laws and deed and grant restrictions. Snohomish County has guided the development and operation of Paine Field with a role adopted by
County Commissioners in 1978 and modified in 1979 by adoption of recommendations from a mediation panel. The combination of these two actions is referred to as the 1978/79 Mediated Role Determination or simply the Mediated
Role Determination (MRD).
